On 1 August 2007, the government introduced Home Information Packs (HIPs) to improve the process of buying and selling homes in England and Wales. All homes now need a HIP prior to becoming available on the open market. HIPs are intended to provide purchasers with important information about properties from the outset, in order to improve the buying and selling process.
A HIP will require:
1. Statement Of Sale, Evidence Of Title and Title Plan
2. Answers to standard preliminary enquiries
3. Property Information Statements
4. Local land, water and drainage searches
5. Energy Performance Certificate (EPC)
This new system will require all the above information to be incorporated in a document prior to the property being marketed.
The EPC is mandatory and in line with EU requirements. The EPC is an integral part of the HIP.
If your property was continuously marketed before 1st August 2007, a HIP is still not required. However, from 1st October 2008 an Energy Performance Certificate is required for both selling and renting out properties. An EPC can be purchased separately for approximately £60.
Initially the HIP was to include a Home Condition Report (HCR). However, the government decided to withdraw the HCR from HIPS and they are now offered on a voluntary basis only.
