On 1st August 2007, the government introduced Home Information Packs (HIPS) to improve the process of buying and selling a home in England and Wales. HIPS are intended to provide prospective purchasers with important information about your property.
All homes with 3 bedrooms or more now need a HIP. HIPS for 1 and 2 bedroom properties will be incorporated into legislation shortly.
A HIP will require:
1. Statement Of Sale, Evidence Of Title and Title Plan
2. Answers to standard preliminary enquiries
3. Property Information Statements
4. Local land, water and drainage searches
5. Energy Performance Certificate (EPC)
This new system will require all the above information to be incorporated in a document prior to the property being marketed.

The cost of a HIP will be between £300-500
The EPC is mandatory and in line with EU requirements. The EPC is an integral part of the HIP.
Initially the HIP was to include a Home Condition Report (HCR). However, the government decided to withdraw the HCR from HIPS and they are now offered on a voluntary basis only.
